Lordship's despatch N:158 of this year, which authorized, on my recommendation, an increase in the number of the Unofficial Members of the Colonial Legislature; I pointed out that the continued exclusion of the Treasurer from the Executive and of the General Commanding the troops from the Legislative Council is regretted by all persons qualified by local experience to judge of questions of this nature. I propose to submit in the present despatch some facts and arguments respecting the position of the Treasurer; reserving the case of the General for a separate communication.
